1.) Waiver period has been reduced from 48 hours to 24 hours starting immediately.
2.) Waiver order will be reset at the conclusion of each season. The new order will reflect the league standings in reverse order. This rule will take effect at the conclusion of the 2017-18 season.
3.) All 3 existing IR spots will now become IR+ spots for the regular season and playoffs. This rule takes effect immediately.

The method of running our draft lottery will be left to Admin.
5.) Prospect ages for all players will be reduced to 26 years old. This rule will take effect at the start of the 2018-19 season. A player is deemed no longer prospect eligible the day they turn 26.
6.) Prospect Goalie games played will be reduced to 41 games played. This rule will take effect at the start of the 2018-19 season. Prospects must be called up before the start of the 41st game.

Administration:
A) The league shall be known as the "DHL1" established May 2011 for the entertainment of its participants. The league uses the achievements of selected National Hockey League players as the basis for competition among members of the league.

D) Each season uses “Yahoo Fantasy Sports” to manage each league. This is a free league. There are no monetary prizes except for recognition and personal satisfaction.
E) An "owner" or "manager” interchangeably refers to the actual human participants in the league. The "Commissioner" refers to the chief administrator of the league and is final arbiter of disputes between owners. The league currently has spots for no more than 14 owners, and the Commissioner will have the authority to qualify prospective new owners.
F) In regular season, your team will square off in a weekly matchup against another manager's to see who can compile the best stats across a number of different categories. A new weekly matchup begins every Monday and will consist of a set number of games based on your league's statistical categories. Each stat category counts as one game, with the win going to the team that finishes the week with the highest total in that category (the cumulative total after each Sunday's games). So, if in a given week, your team scores more goals than your opponent's, you would be credited with a victory. However, if your opponent's team ended the week with a better save percentage than your team, you would be charged with a loss. If the two teams end up tied in a given category, each will receive credit for a tied game. This weekly win-loss total will be added to a cumulative season record where each win counts for two points, each tie counts for one and each loss counts for none. The total of these points will be used to determine standings and playoff seeding.
Voting Procedures:
A) Each member of the DHL1 is entitled to one vote in any league decision.
B) Any potential rule change requires a 2/3 majority vote (including the acceptance of the Commissioner) to be made a rule. Any manager may make a poll to amend a rule.
C) Decisions on league expansion require 3/4 majority approval.
D) Each poll will be open for two weeks maximum. Every manager is required to vote in any poll calling for rule change, veto, or any other league wide decision unless otherwise stated.
E) Any poll whose outcome is undecided after the two week period will be nullified. Rule polls can then be started again, however trade veto polls that fit this description will result in the processing of the questioned trade.
F) If a trade is deemed suspicious by the commissioner, a poll will be posted where all members of the league must vote. The two involved teams will not vote. for a trade to be vetoed, a 60% vote to refuse the trade will be required (6 of 10 votes). If it is anything less than 60% the trade will stand, No questions asked
Rosters:
A) The following are the roster positions: (18 Starters) 3 Centers, 3 Left Wings, 3 Right Wings, 1 Forward, 5 Defensemen, 1 Utility, 2 Goalies, 5 Bench Players, 3 Injured Reserve.

B) Only during the off-season may teams exceed the maximum number of roster players via trade or draft position; Free Agent signing does not apply.
C) Free agents can be signed to your active roster during the season through the Yahoo system. Free agents signing to the farm must be posted in the league message board. For all free agent signing, you must have a spot for the free agent.
D) Rosters will remain locked from the end of the fantasy playoffs until that date in which final rosters have been submitted. No Minor League player may be sent to the farm post playoffs. All minor leaguer transactions will resume after each list of protected players has been submitted.

A) No trades may be made during our fantasy hockey playoffs.
B) Player trading, waiver pick trading and draft pick trading are allowed and are encouraged. Draft picks may not be traded more than 3 years out with the deadline being the prospect draft.
C) When a trade between teams is agreed upon, parties involved make a post under the “Trades” section of the message board describing the trade. Each manager involved must also say “I accept”. The Commissioner must then confirm their approval of the trade’s terms.
D) If the Commissioner deems the trade to be “suspicious” or “unfair”, or the league expresses an undeniable concern, the Commissioner may conduct a poll where each manager is required to vote on whether or not the trade should be accepted. A 2/3 majority of those not involved in the trade must be reached for the trade to be denied. Commisioners retains the right to fully investigte a trade and is not limited on his researching techniques.***
E) Future consideration will only be allowed by the commissioner under certain circumstances.
F) Additionally, players can only be involved in one pending transaction at a time. So, even if a player has been offered to a number of teams, once any one of the trades has been accepted, no other teams can accept a deal containing the same player.
G) Each GM should be responsible to their trades. If you accepted a trade offer, you can't reverse the trades. THINK CAREFULLY BEFORE YOU ACCEPT AN OFFER.
H) If no rules governing rosters are broken, and the approval of all parties involved are accepted, the trade shall take effect immediately. The managers involve in the trade shall promptly proceed in offering and accepting the trade through Yahoo.
I) A Verbal agreement is not a binding contract to trade said player it is not official until posted and agreed upon by all managers involved.
Draft Procedures:
A) Once per year (with the exception of the Inaugural Draft in the first season), a draft will take place. That draft will be the The Prospect Draft.
B) Each draft is a message board. The Inaugural Draft will begin prior to the Prospect Draft. Every draft (with the exception of the annual prospect draft) in the DHL1 will be snaking which means the team that picks 1st in the 1st round will pick last in the 2nd round, 1st in the 3rd round last in the 4th round and so on.
C) The Inaugural Draft is a 23-round serpentine draft where you may draft ANYONE who has played a minimum of 10 NHL games. This means that you will be able to take players ranging from Ovechkin, to Crosby, to Malkin. Also, keep in mind prospect eligibility when drafting. A prospect is defined as: a player with less than 164 NHL games experience or a goalie with 41 games experience and the age is 26 or under 26 (as at June 1 each year). YOU MAY TAKE PROSPECTS IN THE INAUGURAL DRAFT BUT THEY MUST HAVE AT LEAST 10 GAMES OF NHL EXPERIENCE. Prospects have a special right: they can be moved to the farm team without having to clear waivers. Prospects are only prospects for so long though.
D) The Inaugural Prospect Draft will only occur during the Inaugural Season. This will be a 20-round serpentine draft to fill your farm team. E) The Prospect Draft: With the exception of season 1, the drafting order for the prospect draft will be partly determined based on standings from the previous season. The Draft Position for each team will be determined by the inverse order of the standings at the end of the season and also based on the regular season, with the exception to the winner and runner up in the league......So for example if you finish 6th during the regular season and win the championship, you will pick 12th in all rounds. If 6th were to win the stanley cup, then everyone who finished above him in the regular season would move up 1 pick....Same goes for the runner up.....Basically if you finish 1st or 2nd you will pick 11th and 12th in the pool.....the bottom 4 will be done by lottery based on NHL formula and the lottery will be conducted on www.draftpicklottery.com
In addition to the inverse order of the standings, the bottom 4 teams will be paired with their respective bottom 4 NHL teams in the Draft Lottery. If Team A gets last in the season and their NHL match receives the 1st Overall pick in the Draft Lottery, Team A would receive the 1st overall pick in the FFHL prospect draft. The prospect draft is a traditional order draft where the team that picks 1st, picks 1st in every round.

F) The team with the first pick in the draft will have 12 hours from the designated start time to make his selection. After that, each team will have 12 hours from the time the team ahead of them on the draft order makes its selection. After 12 hours, if a manager fails to make his selection, he will be skipped and the next manager on the draft board will be on the clock. The manager who failed to make his selection will be automatically skipped for all of his selections until he makes a selection for his first skipped pick.
G) If a manager knows that his selection in a draft is upcoming, and he has doubt he will be able to make his selection in the 12 hours period, he may appoint another league manager to make his selection for him.
H) Trading draft picks while the draft is going on is allowed.
I) Each team starts with 3 selections in each hockey prospect draft (1 selection per round). The prospect draft order will be determined as described in 6.E. Only the prospects from the current year NHL Entry Draft are allowed to be drafted. This draft will take place every season. Players selected in this draft this year will automatically be assigned to your Farm Team, and each will take up one of the 20 roster spots on that team.
J) After each draft there will be 2 day down time were there will be no player movements as it will allow time to have teams/Unavailable players lists updated.
K) Any player that is undrafted and/or not owned by an NHL team is not eligible to be drafted.
L) During any draft if you accumulate 2 missed picks at any one time your automatically on a 6 hour frame(or lower if the league is already on a 6 hour frame)
(IE:2 missed picks that are still not made then the gm is on a 6 hour time limit)
M) If a total amount of skipped/missed picks are over 4 you then on a 6 hour frame for the next 6 rounds of the draft, during those 6 rounds if you miss a pick then your 6 rounds start over again
(ie: GM misses the first round makes the 2nd round in time but misses the third then his total of missed picks so far are 2(even if he has already made his selection the missed picks do not reset)
Prospects:
A) Each team has a farm system which has a total 27 roster slots.
B) Prospects are players that accumulated less then 164 NHL GP (41 GP for a goalie) and is under 26 years old. *** for the 2018-19 season age was reduced to 26 years for all players and goalies games played reduced to 41 ***
C) When a prospect reaches or exceeds max games played or is of 26 years he must be called up to the main roster immediately otherwise he is eligible to be claimed by another team! Ex. If there is a prospect on your team that turns 26 in July and he is on your prospect roster when final rosters have been submitted (after the Fantasy Hockey playoffs end), this player will automatically be eligible to be claimed once the new season starts.
D) Prospects are able to moved freely from The main club and the Farm team without clearing waivers.
E) Prospects who are released from prospect teams are open game for any other team to claim because they have no waiver status. Players who are released from a main roster are on waivers thus have to pass through the Yahoo waiver system to be claimed.
F) Any drafted prospect, or undrafted prospects who are no longer eligible for the NHL Draft (i.e. a 22 y/o European player) are eligible to be claimed - an example of this was Artemi Panarin prior to signing with Chicago.
G) Prospect rosters are done on a rolling basis, and dropping a prospect from your farm means he is immediately eligible to be added by another team
Playoffs:
A) Each team will play each other at least one time during the season. The top 8 teams who have the highest points in the regular season will go to the championship playoff bracket. The bottom 8 teams will play in the consolation playoff bracket.

B) During the playoffs, no trading is allowed, but you have a maximum of 3 roster team additions per week (Monday-Sunday).
C) Additional playoff moves will only be allowed if injuries make it impossible for the competing GM to dress an entire roster (21 active players) and will be determined using the discretion of the acting commissioners.
Expansion Procedure
A) A 3/4 majority is required to approve the entry of expansion teams into the league (see 2C).
B) Once expansion has been approved, an expansion-draft format shall be devised by the Commissioner. The format must have majority approval from the league.
C) The expansion teams then choose names for their teams and the expansion draft is run prior to the upcoming season based on the accepted format.
D) All roster rules apply to expansion drafts.
E) If the league does decide to expand, an even number of teams must be added to the league
Removal of Teams from the League
A) The league must have proper cause for removing teams. Proper cause to remove teams includes but is not limited to:
1) Lack of involvement.
2) Poor relations with the Commissioner and other members.
3) Consistent disregard for the FFHL's rules.
B) If a manager does wish to withdraw himself from the league, it is asked that he wait until the conclusion of the season to do so
C) Once a team is removed from the league, he/she will not be accepted back into the league except in the case of special circumstances.
D) While fantasy sports are usually extremely competitive endeavors, it is important to remember
that enjoyment of the game is more important than anything else. Sportsmanship is expected between managers at all times.
E) All league-related transactions will be executed with the intent of improving the owner's team and/or its standing within the league.
F) No owner may drop or "dump" players from their team for any reason other than improving their own team and/or its standing within the league.
G) Every managers must commit to his team and to be competitive. Before the start of the season, if any GM is not showing up in drafts and without further notice, the GM will be replaced by other new comers.
H) During the season, if any GM is not active and without further notice, the team will be suspended and the GM will be banned in the league. Replacement will be found after the season.
I) Please keep notice and report to the league if you find any team is inactive for weeks.
Minimum Goalie Starts:
We all know tanking was a topic over the summer and many discussions were had and here is the goalie minimum laws. No one is in any danger of having picks moved but the Admins will discuss them on a case by case basis. The rules set out in the rule book are far too harsh for me but some measures need to be taken to ensure guys are not tanking. So here is what it will be:
1st offence: warning (The warning will be issued regardless, however the 1st offence will be examined during the admin discussion)
2nd offence: Move down 1 spot in the first round (Post lottery)
3rd offence: Move down 2 spots in the first round (total value.....so essentially one more spot from 1st offence)
4th offence: move down 3 spots in the first round (total)
5th offence: moved to pick #8 in the first round (essentially to the end of the non playoff teams)

Once players on the farm team no longer meet the minor leaguer of prospect requirements, you will have 2 days to call them up to your active roster, trade them, or release them or they will be automatically released from your roster. *** To Avoid Confusion, please not prospect age was reduced to 26 for all players and games played max for goalie prospects reduced to 41 starting in 2018-19 ***
E) The Prospect Draft: With the exception of season 1, the drafting order for the prospect draft will be partly determined based on standings from the previous season. The Draft Position for each team will be determined by the inverse order of the standings at the end of the season and also based on the regular season, with the exception to the winner and runner up in the league......So for example if you finish 6th during the regular season and win the championship, you will pick 12th in all rounds. If 6th were to win the stanley cup, then everyone who finished above him in the regular season would move up 1 pick....Same goes for the runner up.....Basically if you finish 1st or 2nd you will pick 11th and 12th in the pool.....the bottom 4 will be done by lottery based on NHL formula and the lottery will be conducted on www.draftpicklottery.com
In addition to the inverse order of the standings, the bottom 4 teams will be paired with their respective bottom 4 NHL teams in the Draft Lottery. If Team A gets last in the season and their NHL match receives the 1st Overall pick in the Draft Lottery, Team A would receive the 1st overall pick in the FFHL prospect draft. The prospect draft is a traditional order draft where the team that picks 1st, picks 1st in every round.
The order of the Prospect Draft will be as follows:
#1 - 9th to 16th Place at end of season*
#2 - 9th to 16th Place at end of season*
#3 - 9th to 16th Place at end of season*
#4 - 9th to 16th Place at end of season*
#5 - 9th to 16th Place at end of season*
#6 - 9th to 16th Place at end of season*
#7 - 9th to 16th Place at end of season*
#8 - 9th to 16th Place at end of season*
#9 - 8th place in regular season
#10 - 7th place in regular season
#11 - 6th Place Finish- Regular Season
#12 - 5th place finish - Regular Season
#13 - 4th place finish - Playoff Finish
#14 - 3rd place finish - Playoff Finish
#15 - DHL1 Runner-Up
#16 - DHL1 Champion
* - The final order will be determined via draft lottery as described above
F) The team with the first pick in the draft will have 12 hours from the designated start time to make his selection. After that, each team will have 12 hours from the time the team ahead of them on the draft order makes its selection. After 12 hours, if a manager fails to make his selection, he will be skipped and the next manager on the draft board will be on the clock. The manager who failed to make his selection will be automatically skipped for all of his selections until he makes a selection for his first skipped pick.
G) If a manager knows that his selection in a draft is upcoming, and he has doubt he will be able to make his selection in the 12 hours period, he may appoint another league manager to make his selection for him.
H) Trading draft picks while the draft is going on is allowed.
I) Each team starts with 3 selections in each hockey prospect draft (1 selection per round). The prospect draft order will be determined as described in 6.E. Only the prospects from the current year NHL Entry Draft are allowed to be drafted. This draft will take place every season. Players selected in this draft this year will automatically be assigned to your Farm Team, and each will take up one of the 20 roster spots on that team.
J) After each draft there will be 2 day down time were there will be no player movements as it will allow time to have teams/Unavailable players lists updated.
K) Any player that is undrafted and/or not owned by an NHL team is not eligible to be drafted.
L) During any draft if you accumulate 2 missed picks at any one time your automatically on a 6 hour frame(or lower if the league is already on a 6 hour frame)
(IE:2 missed picks that are still not made then the gm is on a 6 hour time limit)
M) If a total amount of skipped/missed picks are over 4 you then on a 6 hour frame for the next 6 rounds of the draft, during those 6 rounds if you miss a pick then your 6 rounds start over again
(ie: GM misses the first round makes the 2nd round in time but misses the third then his total of missed picks so far are 2(even if he has already made his selection the missed picks do not reset)
Prospects:
A) Each team has a farm system which has a total 27 roster slots.
B) Prospects are players that accumulated less then 164 NHL GP (41 GP for a goalie) and is under 26 years old. *** for the 2018-19 season age was reduced to 26 years for all players and goalies games played reduced to 41 ***
C) When a prospect reaches or exceeds max games played or is of 26 years he must be called up to the main roster immediately otherwise he is eligible to be claimed by another team! Ex. If there is a prospect on your team that turns 26 in July and he is on your prospect roster when final rosters have been submitted (after the Fantasy Hockey playoffs end), this player will automatically be eligible to be claimed once the new season starts.
D) Prospects are able to moved freely from The main club and the Farm team without clearing waivers.
E) Prospects who are released from prospect teams are open game for any other team to claim because they have no waiver status. Players who are released from a main roster are on waivers thus have to pass through the Yahoo waiver system to be claimed.
F) Any drafted prospect, or undrafted prospects who are no longer eligible for the NHL Draft (i.e. a 22 y/o European player) are eligible to be claimed - an example of this was Artemi Panarin prior to signing with Chicago.
G) Prospect rosters are done on a rolling basis, and dropping a prospect from your farm means he is immediately eligible to be added by another team
Playoffs:
A) Each team will play each other at least one time during the season. The top 8 teams who have the highest points in the regular season will go to the championship playoff bracket. The bottom 8 teams will play in the consolation playoff bracket.

CONSOLATION BRACKETS WILL BE FOR FUN, WE CAN FIGURE OUT AS A LEAGUE IF WE WANT THE CONSOLATION PLAYOFFS TO GIVE EXTRA CHANCES TO WIN THE DRAFT LOTTERY
B) During the playoffs, no trading is allowed, but you have a maximum of 3 roster team additions per week (Monday-Sunday).
C) Additional playoff moves will only be allowed if injuries make it impossible for the competing GM to dress an entire roster (21 active players) and will be determined using the discretion of the acting commissioners.
Expansion Procedure
A) A 3/4 majority is required to approve the entry of expansion teams into the league (see 2C).
B) Once expansion has been approved, an expansion-draft format shall be devised by the Commissioner. The format must have majority approval from the league.
C) The expansion teams then choose names for their teams and the expansion draft is run prior to the upcoming season based on the accepted format.
D) All roster rules apply to expansion drafts.
E) If the league does decide to expand, an even number of teams must be added to the league
Removal of Teams from the League
A) The league must have proper cause for removing teams. Proper cause to remove teams includes but is not limited to:
1) Lack of involvement.
2) Poor relations with the Commissioner and other members.
3) Consistent disregard for the FFHL's rules.
B) If a manager does wish to withdraw himself from the league, it is asked that he wait until the conclusion of the season to do so
C) Once a team is removed from the league, he/she will not be accepted back into the league except in the case of special circumstances.
D) While fantasy sports are usually extremely competitive endeavors, it is important to remember
that enjoyment of the game is more important than anything else. Sportsmanship is expected between managers at all times.
E) All league-related transactions will be executed with the intent of improving the owner's team and/or its standing within the league.
F) No owner may drop or "dump" players from their team for any reason other than improving their own team and/or its standing within the league.
G) Every managers must commit to his team and to be competitive. Before the start of the season, if any GM is not showing up in drafts and without further notice, the GM will be replaced by other new comers.
H) During the season, if any GM is not active and without further notice, the team will be suspended and the GM will be banned in the league. Replacement will be found after the season.
I) Please keep notice and report to the league if you find any team is inactive for weeks.
Minimum Goalie Starts:
We all know tanking was a topic over the summer and many discussions were had and here is the goalie minimum laws. No one is in any danger of having picks moved but the Admins will discuss them on a case by case basis. The rules set out in the rule book are far too harsh for me but some measures need to be taken to ensure guys are not tanking. So here is what it will be:
1st offence: warning (The warning will be issued regardless, however the 1st offence will be examined during the admin discussion)
2nd offence: Move down 1 spot in the first round (Post lottery)
3rd offence: Move down 2 spots in the first round (total value.....so essentially one more spot from 1st offence)
4th offence: move down 3 spots in the first round (total)
5th offence: moved to pick #8 in the first round (essentially to the end of the non playoff teams)
